| Catherine Pierce | Catherine Pierce, who recently served as Acting Director of OVW, has taken a new position as Senior Advisor in the Office of Juvenile Justice and Delinquency Prevention to lead efforts to address girls’ issues and prevention efforts. Over the years, Catherine has continually promoted innovation in the field through the engagement of grantees in peer exchange opportunities and trainings, and through the creation of demonstration projects that sought to expand our understanding of effective responses to violence against women. BWJP staff worked closely with Catherine for many years in our capacity as TA providers. In her we found a partner and colleague who actively listened to the field, engaged in debate on difficult issues, and challenged us always to do better. Community-Defined Solutions Grants / Technical Assistance Project
Since 1996, the BWJP Criminal and Civil Justice Office has coordinated the Comprehensive Technical Assistance Program for the Department of Justice/Office on Violence Against Women’s Community-Defined Solutions Grants (formerly Grants to Encourage Arrest Policies and Enforcement of Protection Orders). Communities that receive these grants are working to establish or improve a coordinated criminal justice response to domestic violence cases. These funds support efforts by prosecutors, probation officers, law enforcement agencies, advocates, and the courts to enhance victim safety and offender accountability.
As part of the assistance to grantees, the Criminal and Civil Office provides:

Multi-disciplinary trainings on a variety of issues related to criminal or civil justice interventions in domestic violence cases

Webinars and audioconferences on emerging issues and promising practices

Advocacy Institutes to enhance the effectiveness of advocates working to improve criminal justice responses in their communities

In cooperation with other Technical Assistance (TA) providers, the Criminal and Civil Office offers specialized training institutes for prosecutors and judges.
It also provides targeted TA for grantees on building the capacity of advocacy services and other professionals to respond to victims of abuse by law enforcement officers.
The overall TA goal is to strengthen the grantees’ coordinated community responses by improving their ability to identify, analyze, and resolve problems within their existing justice responses and by improving the knowledge and skills of the individual professionals involved in handling domestic violence cases.
